The
Urban Development committee has been set up by FICCI to take up policy issues
relating to urban development at the Center and State levels and to set a road
map for urban reforms. The objective of the committee is to:
| Draft an urban reform agenda at all levels
of governance and facilitate the implementation of the urban reform process. |
 | Promote
an enabling framework for private sector participation in urban infrastructure
projects within the broader framework of urban reforms. |
 | Focus
on few important sub sectors within urban infrastructure like water and sanitation,
transport, solid waste management and define the stages of reforms required in
those sectors. |
 | Work
out practical solutions for improvement & sustainability of municipal services.

 | Study
urban development models (international & national) and identify the reasons
for their failures or successes. |
 |
Look at benchmarking of municipal services. |
 | Suggest
advance planning measures to tackle urbanization to happen in next twenty years. |
The Urban Development committee
and the Ministry of Urban Development & Poverty Alleviation have jointly formulated
a Working Group for identifying and facilitating implementation of reforms in
the urban sector. The Working Group comprises representatives from central government,
state government and private sector. The terms of reference of the working group
are as follows: |
 | Advise
the Central and State |
 | government
on the reform process. |

Develop models of urban development. |
 | Identify
successful development models and help in replication of those models. |
 | Take
up specific task from time to time, which would facilitate reform process. |
 | Play
the role of identifying issues at the municipality level and provide support for
implementing projects that they wish to take up. |
