FTA/PTA with various countries
As on date Japan has free trade agreements with Singapore,
Mexico. Discussions are going on with Vietnam, Thailand,
Philippines, Malaysia, ASEAN, South Korea, China, Chile
etc.
Trade agreements with India
i Bilateral Trade Agreement - Indo-Japanese commercial
relations are governed by a Bilateral Trade Agreement
signed with Japan in February 1958. This provides for
a `Most Favoured Nation' treatment to either country
in trade matters.
ii Civil Aviation Agreement - This agreement between
the two countries was signed at New Delhi on November
26, 1955. The agreement came into force on May 11, 1956.
iii Avoidance of Double Taxation Agreement - This agreement
was signed at New Delhi on January 5, 1960, which came
into force on June 13, 1960.
(b) Government Level Dialogues
i) IT Summit: The first India- Japan IT Summit was
held on September 4, 2001 in Tokyo between the Hon’ble
Minister for IT, Shri Pramod Mahajan and Mr. Heizo Takenaka,
Minister of State for IT of Japan.
ii) MEA-METI dialogue: The first meeting was held in
December 1994. Four rounds of MEA-MITI dialogue have
taken place so far. The last meeting was held in Tokyo
on 25 February 2002. Secretary (ER), MEA Shri Shashank
led the Indian delegation and Mr. Hideheri, Vice-Minister,
METI led the Japanese side. The issue discussed included
investment and trade related matters. The two sides
reiterated desire to increase economic and commercial
co-operation between the two countries and ASEAN.
iii) India-Japan Trade Talks: The first meeting was
held in Tokyo in June 1978. The last session (14th round)
was held in Tokyo on 5 February 1999. 15th
round of India-Japan trade talks was held in New Delhi
on February 13, 2004.
iv) India-Japan Investment Dialogue: The first dialogue
between Ministry of Industry of India and the Ministry
of Economy Trade and Industry (METI) of Japan was held
on August 10, 1999 at New Delhi. This is a forum to
facilitate exchange of ideas between the two sides with
the participation of private sectors.
v) India - Japan Energy Dialogue: The first meeting
between the Ministries of External Affairs of India
and the Japanese Ministry of Foreign Affairs was held
in New Delhi on March 7, 2000. Various issues relating
to future co-operation on energy sector were discussed.
The second round of the Energy dialogue took place on
May 10, 2002 in Tokyo in which all issues, including
issue of energy security, were discussed.
vi) India-Japan Information Technology(IT) Dialogue
: The two sides decided to have a separate Secretary/Vice-Minister
level dialogue on IT matters.
(c) Corporate Level Interactions
i) India-Japan Business Cooperation Committee (IJBCC):
The IJBCC is a forum set up in July 1966. The first
meeting was held in 1967 September 12-13 in Tokyo. On
the Indian side, this committee is serviced by Federation
of Indian Chambers of Commerce and Industry and on the
Japanese side, the Japan Chamber of Commerce and Industry
plays this part. The 31st meeting of IJBCC
was held on December 19, 2002 at Bangalore.
ii) ESC - JASA MOU: The Electronics and Software Export
Promotion Council of India (ESC) and Japan System House
Association (JASA) signed an MOU in August 2000 in New
Delhi during the visit of Japanese PM Mori to India.
The signed MOU provides for cooperation in IT sector
for exchange of information, human resource development,
technical cooperation, organising of IT seminars, etc.
iii) CII - Nippon Keidanren MoU: The Confederation
of Indian Industry(CII) and Nippon Keidanren signed
an MoU during the visit of the CII delegation led by
its President Mr. Ashok Soota in March 10-11,2002. The
MoU signed by Director Generals of the two organisations
provides for closer cooperation between the two sides.
