What is an ATA Carnet?

The ATA Carnet is an international customs document that permits duty-free and tax-free temporary import of goods during its validity period. The initials "ATA" are an acronym of the French and English words "Admission Temporaire/Temporary Admission." ATA Carnets cover:

  • Commercial samples
  • Professional equipment
  • Goods for presentation or use at trade fairs, shows, exhibitions and the like.

Who can use a Carnet !

The ATA Carnet service is available to business and sales executives, exhibitors at trade fairs and travelling professionals, such as

  • film crews, architects, artists, engineers, entertainers, photographers, sports teams and many more.
  • Large companies, small companies, individuals

What can be carried along……….!!

Virtually all goods can be included on a Carnet. Typical articles covered include antiques, machinery, machine-tools, catering equipment, clothing and footwear, toys, computers, office equipment, electric generators, electrical/electronic and scientific equipment, surgical and dental equipment, jewellery and articles of precious metal/stones, sound equipment, audio-visual, photographic and filming equipment, lasers, musical instruments and records, aircraft, films, motor vehicles, racing engine machinery, heating and lighting equipment, agricultural machinery, furniture, crockery, works of art, race horses, theatrical effects and sets, sporting goods, yachts, display stands. Certain goods CANNOT be covered by Carnets, such as disposable items or consumable goods, including food.

Documents Required for obtaining a Carnet for Temporary Expots:

  • Letter of request from the intending organization
  • Security, equal to the amount of import duty otherwise leviable on such goods plus 10% by way of a Bank Guarantee or Security Deposit
  • Payment of Rs.15,000/- as a ATA Carnet Fee
  • The Demand Draft and Bank Guarantee should be in favour of FICCI, NEW DELHI
  • Invoice performa (Which should state the description, number and value of goods, name of the country to be visited, means of transport, packaging details etc.)
  • Letter from the organizer of the event· Duty calculation proof for arriving at the security amount

Discharge obligation :

  • ATA Carnet is for Facilitation of temporary duty free import/export of goods in 59 countries as specified here.
  • Each Carnet Holder has to discharge holder's obligations before its expiry date.
  • To discharge the liability of a ATA Carnet, proof of Re-exportation of goods covered by it, has to be submitted. Else, proof of payment of admissible duty on goods sold covered by a ATA Carnet, if any, has to be submitted.
  • Likewise on all foreign carnets endorsed by FICCI, Proof of re-exportation of goods has to be submitted to FICCI within its validity period.
  • Please note non-fulfillment of discharge obligation of a carnet can cause forfeiture of the security deposit, besides other procedures as per law.
